Jill has been a Delegate to the Maryland General Assembly for the past 10 years.  She has sponsored shared parenting legislation every year she has served on the judiciary committee.  Delegate Carter has a rich heritage in the civil rights movement and has a reputation for being a people's delegate.  She proudly serves the citizens of Baltimore City.
